Facing problem in BI Publisher

Hi Team,
 I am facing some problem regarding the BI Publisher page....After installation of OBIEE 11g on Win 2003 server(32 bit) with 2 GB Ram,
all services is running well but after a restart am able to use some services but I am not able to
use one services i.e BI Publisher, i am not able to open BI PUblisher page..

on opening this page i find a error...."

please tell me the right way to solve this problem...
