R12.1 - Item Orderability functionality

I am currently researching R12.1 functionality ( we are in 11.5.10) and having difficulties with the functionality "Item Orderability" . I understand and can find the set ups on an R12.1  Vision instance and can see how it can be accomplished. However, from reading RVP R12.1 OM it states that " For example, repair parts may be sold only to authorized dealers; videogames may be sold only to customers who meet age requirements; and controlled drugsmay only be sold to customers with a valid unexpired DEA license."

I cannot find any reference to where "DEA customer License data" would be stored. This type of data we have added to flexfields in 11.5.10 but this statement implies that we can now use for "orderability" rules R12.1.
