Change system date for testing

Dear all,
We are planning for migration to oracle 11g r2. For UAT of our database application, I need change system date for simulating monthly cycle of the application.

After changing the system date, I got message "ORA-12571: TNS:packet writer failure" when I tried to connect with SQLPLUS locally on the server. But I can to connect through client PC. the database is still working.

When change back the system time to current time. I can connect normally. Is it I miss something when I try to change system date for testing?
