Can't auto start OracleDBConsole service

Dear all,
I have 3 instances in our oracle 11g R2 Std. Edition database server. I find the only one of the 3 OracleDBConsoleSID services can be started when the server restart. I can start the remaining services manually after the server started. May I know what is the possible cause? Any log I can check on the issue?

I have tried reconfigure the DBConsole with command

emca -deconfig dbcontrol db -repos drop
emca -config dbcontrol db -repos create


we still have this problem, any idea?
