 Unable to baseline budget for an award - concurrent program returns this error :

GMS_BUDGET_PUB.BASELINE_BUDGET - Error occurred in gms_sweeper.upd_act_enc_bal
Award Budget Submit/Baseline process failed.
GMS_BUDGET_PUB.BASELINE_BUDGET - In when others exception

There are zero encumbrances on that account. Can you please advise.
