Move orders in Process

 What closes a Move Order?  We have a Process Batch in Pending status, with material reservations made, a MO was created but not transacted and yet it shows closed.  What impact does ingredient picking have  on this transaction, does it close a MO?  Should it be either Ingredient Picking or a MO but not both?  Thought the picking created the MO?
