Upload diagnostic to draft MOS SR using emCCR

Hi!
Is it possible to upload diagnostic to draft MOS SR using emCCR ?
I've created draft SR and trying to attach ocmconfig.jar using "emCCR upload -diagnostic=SR=хххх,FILE=ocmconfig.jar", upload is successful but I see no such attachment after more than 12 hours...
