OEM GC - Help function doesn't work

Hi,
I have the following problem with OEM Grid Control, when I click on Help button then the pop-up window shows "Error 500--Internal Server Error".

Have you ever seen this error page related to GC's Help button?

The Help pop-up window contains the following error message:

Error 500--Internal Server Error

java.lang.IllegalStateException: unable to create global configuration:unable to create global configuration
