How to: Password Changes

I need a universal tool/method that my Oracle users can use to changes there passwords. The current tools we have in use do not prompt users to change there Oracle passwords when expired.   

It would be nice if the account owners could change there password anytime as opposed to after the password expires.

Suggestions?
