Right Justify and Zero-fill number option in Valueset

In our COA we have setup segment Agency Cost1 and Agency Cost2 Value set to 10 CHAR and we also checked the Right Justify and Zero-fill number option while creating the Value set. This option only applies to Numeric Values.

So The value 12345 will be stored as 0000012345. This is a numeric value. The Value A12345 will be stored as A12345.This is an Alpha Numeric Value.

Now the requirement is, When user is creating an Invoice in Receivables and he is creating distribution for Revenue Accounting.  If user enter the Value A12345 in Agency Cost1 (Without going to the LOV of Agency Cost1).
