GOP Sourcing Rules not working correctly in R12.1.3

My Company will be eliminating its Legacy OM system and will have a need to utilize GOP.

I am testing in a test instance the set up and use of GOP using a sourcing rule on a customer.

I have 3 distribution centers in my sourcing rule. Org 103 is my Number ranked org and has inventory of 25 pieces. Leadtime for the item in this org is 7 days. Org 105 is my #2 ranked org and has 50 pieces.

Using the pricing and availability screen and enter a request of availability for 35 pieces and it comes back with they are available today out of org 105 which is what I expect.
