Oracle Sourcing, publish RFP mandates having suppliers with online account

we are impleting Oracle sourcing. we want to invite suppliers for Negotiations. These supplier will not have ONLINE USER ACCOUNTS . For these supplier we plan to enter surrogate quote but is not letting me publish this negotiations, unless i mention the supplier contact (Having user account) or I give alternate email id

This concern was raise a TAR and Oracle has come back with reply as below
