Single Ship-to location per blanket Release

I am on 11.5.10.2 and using the standard Requisition import and create releases process.Today that process will put multiple ship to locations on a single blanket release when it runs.

We have the business need to still have the automatic PO creation process, but limit the Releases so they can only have one ship to location per blanket release.

We have multiple plants that use the same blanket and we cannot manage a blanket for each location, this would take too many resources that we do not have.
Release creation still needs to be automatic.

Does anyone else have this setup the way I need it to be?
