Do I need to have seperate licence for OAT eventhough we have Licence for eAM?

 Hi All,

I know that Installbase is mandatory for converting an inventory item into an asset. Also came to know that IB is part of eAM Licence from R 12.1. Do I need to have a seperate licence for OAT when I have licence for eAM(including IB). Expecting urgent help.
