New fields in F4070

The E900 has two new fields (Date - Effective and Date - Expiry) in F4070 table, when upgrading from XE to E900 the two fields have been populated with a unexpected values (eg. Expiry Date = 31-122-2010).
What we need, is how any new fields in any table are populated especially the date fields.
