Top Activity show high value for User I/O and for Concurrency

 Dear All,
Top Activity of Performance tab in database control show extensively high value for Concurrency and User I/O that stuck the system and i have no option without restarting the database.

Please suggest me how to diagnose it, database version 10g R2, Red Hat Linux 4.
