Database - RAC/Scalability (MOSC)

Oracle RAC is down

   We got oracle 11g on Linux. Both node is down now. I can not see device for the san in /dev. (emc) Can I conclude this is not oracle problem?

I got this error when I tried to start instance.

SQL> startup
ORA-01078: failure in processing system parameters
ORA-01565: error in identifying file '+DISK01/test/spfiletest.ora_1240338939884'
ORA-17503: ksfdopn:2 Failed to open file +DISK01/test/spfiletest.ora_1240338939884
ORA-15077: could not locate ASM instance serving a required diskgroup
ORA-29701: unable to connect to Cluster Manager

 Also, if our SA reconfigure storage, will I be able to start database?
