Reusing Siebel Upgrade JCL and SQL

Hi Gurus,
Requesting help to understand this

Can we reuse the files generated by the Database Upgrade Wizard (e.g. JCL, SQL files) in Development environment when we upgrade our UAT environment? If not, why?
