Federal taxes type U and X are calculating when trying to refund a pretax H&W deduction

We have this isolated issue to one employee. When refunding a health and welfare pre-tax deductions Vertex is trying to calculate employer taxes related to UI for railroad employees. We have no railroad employees and the employee is not tagged as one.

Has anyone seen this?
