can I set budgetary control at Child values but enter the budget journal at parent level only?

 Hi,
Is possible to enter Budget Journal at parent level and control the below chiled value under that parent without enter budeget journal at chiled value
Ex:
Value   Type
---------  -------
1000     P
1100     C
1200     C

Can I enter Budget journal at value (1000) and controal all Chiled values (1100,1200) under that parent value (1000)
