Installing E1 9.0 on Windows 2008 R2, receiving error CTL3D32.DLL error

 Installing JDE 9.0 on Windows 2008 R2, about 7% into install receive CTL3D32.DLL error.  The application uses CTL3D32.dll, which has not been correctly installed.  CTL3D32.DLL must be installed in the Windows system directory.  Done some searching on Metalink, and found one article for upgrade dep svr using Windows 2008, but it didnot help, or I'm doing something wrong.  Looking for assistance on this error.
