Message Display Fence

We are on JDE E1   9.0

When running MRP for a purchased item with a Message Display Fence set to 20 days, it is our understanding that we should only see messages for 20 days and less based on Calendar days.  We are seeing the messages dispay in work days.  Has anyone else seen this?  Thank You Charleen Wichman
