oms INSTALL IS BUGGY AND FAILS TO PROCEED

oms/ EM Grid 11G, LATEST AND GREATEST.  Trying to install to a  Standard Edition 11G R2 db repository (new).  About halfway through the  oms install, it gives a warning about partitioning being HIGHLY SUGGESTED.  Not one word about required.  So, it should be 'OK' and continue.  NOPE, it stops right there.
Obviously with SE, there never will be partitioning, and OMS has never required Enterprise edition in the past (that I know of).  It should allow an option to complete the install, but does not based on ignoring it's "Suggestion"....

What is the work around for this Bug?
