credit hold for free item in sales order

 Hi,

In a sales order I have a parent item along with a free item. We are using credit hold functionality and  suppose no credit balance is available for the customer. Hence Order will put in hold. In that time if any user try to release the sales order, it will be released for free item and a zero value invoice will raise. How I will restrict that ? How I will control not to dispatch free item without its parent item.
