Tools Menu Option is disabled in Approve Adjustments Window

Hi.
We are implementing Physical Inventory in our company for the first time, so we are working on it in our TEST environment. Everything goes OK according to the Inventory User's Guide, but when it comes to approve the adjustments, Tools menu option is disabled, so we cannot run the Launch Adjustments concurrent. Any idea of what are we missing here?
