"Unable to initialize our web listener" when openening dedicated client

hi there,

I am suddenly getting this error when logging into the dedicated client:

Siebel Web Session
Unable to initialize our web listener (root directory 'E:\Siebel\8.1\Client_1\public\enu')!

On investigation I found an SR that says this error arises when more than 10 clients are open on one machine. However I am still getting this error even after restarting the server, gateway, and bouncing the box. This should have killed all open sessions - we are running on SQL Server.

Can anyone please advise on how I can recover from this error?
