OMW project within another OMW project

Is there a way to prevent developers from moving a project into another project? Once they do it they cannot remove the project from the project since the arrow to move it out is grayed out.

Can we setup a rule in P98230(Object Management Configuration) to prevent this?

We are on One World Xe, SP24.
