Developer Tools, Procedure Builder Download

I would like to install Procedure Builder and navigated to the download list under Developer Tool Set. Problem is: which one has Procedure Builder?

If it matters, I do have Dev_Suite_Home installed on my C:. Should Procedure Builder be found in this directory maybe?

Just need a little help getting the correct file downloaded or finding Procedur Builder if it is in the Dev Suite.
