Diagnostic/Tuning Pack under non-GUI

 We have purchased diagnostic/tuning pack license. I understand that under OEM GUI, we can use the diagnostic/tuning pack. However, the installation of OEM process and push the agent to all target database takes planning and realistically it probably won't be done anytime soon. My question is, while at the moment we don't have the OEM installed and configured, can we still use the diagnostic/tuning pack under non-GUI situation? Thanks.
