Java auto download on IE8

My laptop has just been upgraded to Windows 7 and uses IE8.  Java is not installed on my new machine.  When I try to open Web Analysis, I get the initial splash screen, but no prompt appears to download Java and certainly the WA login screen does not appear.  I have downloaded Java versions 5.0_20, 5.0_22, and 6.0_26 onto my WA server and updated the CMC to use each of the versions respectively, but my client laptop will not automatically download Java. 

The download starts automatically on my WA server, but not on my client laptop.  How can I get Java to automatically download when I start my application?
