Inventory Org LOV null in Internal Requisition

 I have set up a new inventory organization in my development instance and added some items with OHQ for testing. When I attempt to enter an internal requisition with a destination type of expense for an item in inventory with a source of Inventory, the LOV for the Organization is null and will not let me populate the new org which has OHQ available. Could anyone tell me why the new Inventory org would not show up in the LOV?
