Hi, can you pl suggest how to map this requirement in Quoting 12.0.6?

Customer XYZ Ltd. have a valid 'Bill To' & 'Ship To' address in OU-1 but doesn't have any account in OU-2. User have created a Quote in OU-2 with the address available in OU-1 at 'Bill To' and 'Ship To' and submited the quote to order. Thus a site is created in OU-2 but that site doesn't have complete informations like revenue/receiveables code etc. How to prevent this? My requirement is if the address is not defined in OU-2 then user should not be able to submit the quote to order. Restriction is required in quote submission, not in quote creation. Possible?
