Advanced Replication. Master to master. Transactions pushed but not consumed.

This is probably some simple thing I did or failed to do, but:

Old master (10g2, Windows Server 2003, i.e., 32-bit) successfully populated new master (11g2, Windows Server 2008 R2, 64-bit) when I configured replication. Old master received new data and pushed transactions to the new master, but the new master has not consumed them. When I say the transactions were pushed I mean that they show up in the topology diagram on the bidirectional arrow between the two masters, nearer the new master. (The diagram is in the old java Enterprise Manager.) No error messages or pending administrative requests. Suggestions where to look?
