Restrict Sales order creation

 Hello All

There is a need where any New sales order creation is to be restricted in the org without doing form personalization. Could anyone pls let me know if they have come accross similar req or suggest what would be different possible ways to do it form personalization.

Also, once we end date the document sequencing for OM, is there any way to remove the end date again.
