Which base install should be applied before 8.1.1.5 SIA to take advantage of the one-step upgrade fr

 We have set up a sandbox.  We want to upgrade from SEA 7.8 to 8.1.1.* SIA utilizing the one-step upgrade provided by 8.1.1.5 SIA. 

Before we install the 8.1.1.5 SIA, we must first Apply/Install a Base Install.  Would you please advise if that base install should be the 8.1SIA or 8.1 SEA?  Would appreciate if you exactly identify the exact download name from edelivery.oracle.com.
