Back to Back with UOM conversion

 We did the standard flow for Back to back but using an item with not base UOM. Base UOM is MT(meter)  we use FT (feet). Its happened that PR and PO was created fine with item of 100 FT but when we receive the PO the SO status go to PO Partial and not to PO Completeted. It seems the SO is waiting for another PR to fulfill the requirements.
It seems the system is considering MT as FT.
Anybody know this problem ? Seems a bug
