R12.1.3 OLFM Customer's Only Bill-To Address Does Not Default on Contract

 When selecting a customer and customer account during contract authoring in Oracle Lease and Finance Management R12.1.3, the client would like to know why the Bill-To address does not defaut if the customer only has one Bill-To address.
