Rejected PO stuck in In Process status.

We have a requisitioner that needs to cancel a requisition however she is not able to do so because the PO is “In Process” status.  The problem is that the PO is also showing that it was rejected at a former buyer's level.  The Buyer is no longer working here so the PO is basically stuck.  I cannot cancel, close or finally close the req or the PO. 

How can I get this out of “in process” status in this scenario?
