permission for oracles database files (windows)

 Dear all,
I find policy violation warning from db console for user NT AUTHORITY\SYSTEM, refer to the note "Ensures that access to the server parameter file is restricted to the owner of the Oracle software set and the DBA group" should I only grant "full" to system administrator (the DBA) and group ora_dba only?

What's should be the best practice for permission for oracle database files?
