US Pay: Trying to upgrade from 11.5.10 to 12.1.3

 Any idea why payroll taxes are not deducted in 12.1.3? Support has suggested the following steps and still no luck.

1. Rerun DataInstall for GLOBAL PER, US PER and US PAY

2. Use adpatch to apply $PER_TOP/patch/115/driver/hrglobal.drv
3. Using adadmin, compile the message files and the apps schema.
4. As per Note 211422.1 - Fast Formula FAQ, compile the fast formulas.
5. Bounce the apache server.
6. Rerun the payroll process. (If applicable)
