Fusion and R12 . Can you stay with R11.5.10 but still implement Fusion?

 I recently met with several Oracle decision makers and users mentioning they are going straight to Fusion rather than Release 12.  Their reasoning to go to Fusion was because of the many customizations they had.  They plan NOT to upgrade to Oracle Applications Release 12 but stay with R11.5.10 because of its many customizations.

Since Fusion is a middleware, is it a requirement to upgrade to Oracle Applications Release 12 if going with Fusion?

What are the implications? Will they eventually be de-supported?
