How to automatically add an approver to the approver list for an entire organization

Currently, in iProcurement, our requisition's approver lists are generated based on a supervisor hierarchy. 

For an entire organization, is there a way to insert one person into the approver list so that they will be the first approver for any requisition and then it will proceed as normal by the requisitioners hierarchy?  Thanks.
