Enterprise manager database console setup activity and problems encountered

 Could some one suggest how to resolve the following problem

Enterprise manager database console setup activity and problems encountered

1.       Tried installing EM database console  , it failed because  there was an EM repository is already available  and hence can’t be created..

2.       Tried dropping the existing EM repository .  While doing this the Queise database operation hangs for long time.
