JDE E1 8.12 / GL / Allocations: R093021 doesn't update F0902 when records allready exists.

JDE EnterpriseOne 8.12 / GL / Allocations. We have defined an allocation to update budget amount in a JA ledger Type from the budget amount in DA Ledger Type, multiplying by a specific rate. For instance Zero or and Exchange Rate. When we run the UBE R093021 and the records TO allready exists in F0902 only change auditory information but stay without changes the budgets amounts. If the records TO doesn't exists before we run the UBE, the calculation work normally as we need.
