Quick Agreement through template

Hey All:

While using the agreement template feature of Oracle Project Billing, we tried the following...

1. Create a $0 agreement template

2. Funded a project template with the above agreement template. Funding amount $0

When we create a project from the above template, it does not create the agreement.

However, we tried changing the $0 to $0.01. Now it works. Does anyone know if this is a bug or a feature. I could not find any documentation asking that agreement and funding have to be non-zero, so why this restriction.
