Permitted changes after project creation

 In release 12.0.6, please can someone advise me what changes can be made to a contract project after creation. Can a project number, organisation, customer be changed?  My understanding is that most setup can be changed provided activity has not commenced.  What constitutes 'activity'?  Are budgets considered to be activity?
