Full Package Builds - What to expect

My company does full package builds to the 3 environments on a rotating basis.  We are noticing that the data selection on Batch Versions seems to change or revert back to a period of time or from somewhere after the builds are applied.   I would like to know what a full package build does in regards to versions. 

We are on E1 9.0 and we do not promote from DV to PY to PD for version data selection changes.  The work is done manually in PD after successful testing in PY/DV.

Please speak at a user level since I am an apps guy and not in any way a CNC.
