Not able to create Resource Breakdown Structure

Hi,
Currently we are implementing R12.1.3 version, during Oracle Project Management Setups when i try to create Resource Breakdown Structures we are getting error as " Row 1 Error - null " and not able to save the list.

If any faced similar kind of issue kindly let me know how to resolve this.
