Adding Brazilian Portuguese Language pack within an upgrade project

Hello; We are starting a Siebel Upgrade project and we want to ask you for recommendations.
Our current Siebel version is Siebel Insurance 7.5.3 SIA [16157] ESN and we want to migrate to the Siebel Insurance 8.1.1.x SIA ESN (lastest version possible)
We want to add Brazilian Portuguese Language pack, actual application has deployed ESN languaje pack so we have the following question:

How should we apply the new Portuguese language to the new platform, before the upgrade and then run the upgrade process or after the upgrade?
