Public Sector Budgeting

 I am testing out this module, after loading the position data, I tried to verify to data load.  The manual (appendix) says Select Budget Administration, and then Review position and employee data or Review position data.  No such form exists.  Next it says Select Budget Preparation, then Manage position data or Manage position and employee data, and then Maintain position data. Again no form is showing.  When I go to manage data forms, I see the composite form Manage Position Details, but it is hidden.  I unhide the form.  Tried to open and it errors with "This data form cannot be opened because its context is not fully known. "  Noticed that the form uses the user variable &context entity with the "Use Context" box checked in the Manage User Variable.  When I go to set my user variables in Preferences, this variable does not show.  How does this Use Context user variable work?  There seems to be no way to set it since the form won't render without it.  Any ideas anyone?
